Comprehensive Zoning Bylaw Electoral Areas


The Cowichan Valley Regional District (CVRD) is updating and consolidating NINE zoning bylaws into a region-wide Comprehensive Zoning Bylaw (CZB) for its nine electoral areas. As part of this, the CVRD is updating agricultural zoning. We'd like to hear your feedback.


Let's Talk Agricultural Zoning

The CVRD is finalizing its Modernized Official Community Plan (MOCP) and the Zoning Bylaw is being updated to align with its goals and policies. We’re taking this opportunity to streamline things. Currently, there are 36 different agricultural zones within the CVRD’s existing zoning bylaws. The new CZB will:
  • Better align with current best practices and the anticipated Modernized Official Community Plan (MOCP) policies, which include strengthening protection of agricultural land
  • Update zoning throughout the electoral areas to create more consistent zoning regulations
  • Reduce the total number of zones in electoral areas, including agricultural zones
We want to hear what you think about changes being considered. Your input will help refine the Draft CZB.

  • Section 3: Key Topics including farm worker housing in the ALR, agri-tourism  and accommodation in the ALR, home plates (definition inside), setbacks, house size, and minimum parcel size
