Letter Generator Form - Central Saanich OCP Amendment - 1934 Hovey Road

This survey will generate a letter that will be sent to Central Saanich Council in advance of the public hearing on Monday, December 9th at 6pm. The submissions for this form will close on Sunday, December 8th at 11:59pm.

This Arzye Developments project in Central Saanich, in partnership with Legion Manor Victoria, would expand their facilities through two new purpose-built rental buildings and provide much-needed affordable housing options for seniors, veterans, healthcare workers, and more. 

Legion Manor Victoria has been delivering affordable housing for seniors and veterans for over 50 years, and the project at Hovey Road will help expand on the success of their existing housing and programs. The need for affordable seniors housing is demonstrated by the Legion Manor Victoria's 2- to 5-year waiting list, with over 160 seniors seeking independent living suites and nearly 20 seniors waiting for assisted living suites. 

The new buildings at Hovey and East Saanich roads would offer a mix of housing options for diverse housing needs, including: 

  • 62 affordable studio and 1-bedroom units for seniors (aged 55 and up) and veterans in the East Building (Legion)

  • 126 studio to 3-bedroom homes for the local workforce in the West Building (market rental subsidizing the East Building) 

The public hearing on Monday, Dec. 9 at 6 pm will deal exclusively with the OCP amendment application (the general use of land). A second public hearing on Jan. 13, 2025 will discuss the rezoning and development permit, as well as other project specifics.
